7 October 2026: A proud moment for us at the Para Cycling Federation of Singapore (PCFS), standing out from a record-breaking 455 submissions nationwide, our very own President, Yvette Devi Chandra, has been honored with the prestigious Leaders of Good Award at the 14th President’s Volunteerism & Philanthropy Awards (PVPA) 2026!
This award celebrates leaders who dedicate themselves greatly to a cause and inspire others to volunteer their time and/or talent to create positive changes in the community and beyond.
From a Chance Encounter to 17 Years of Impact
17 years ago, while finishing her classes at ITE, Yvette noticed a group of PWD training on a uniquely built bicycle. Curious to know more she approached the group with a question “How can I help?” Little did she know then that this question would lead her to many new opportunities and memories.

Yvette started from the ground up, first as a volunteer assisting with setting up & packing equipment, then volunteering her time as the federation Secretary General in 2022 and now leading PCFS at the helm as President.
Under Yvette’s guidance, PCFS has seen impactful growth in many areas such as:
- Growing the community from 9 athletes to a strong base of 40 para athletes, with an expanding volunteer and caregiver community journeying alongside us.
- Establishing our first-ever National Para Cycling Classification which provides para athletes who are interested in competitive cycling a structured development pathway from community to competition.
- To improve PCFS athlete training, she formed a new partnership with Virtual Cycling Singapore & NCFS Uplift Gym, who give their time as safety cyclists and strength and conditioning trainers respectively to keep athletes safe during road training & provide access to strength training.
- Yvette’s vision for PCFS was to be a community for all in that regard, she actively seeks to benefit not only the athletes but caregivers & volunteers as well. With Firecity collaboration, athletes’ parents and PCFS volunteers have the opportunity to take care of their overall health through weekly gym sessions.
- She also expanded PCFS volunteer pool through collaboration with Republic Polytechnic (RP) & Nanyang Technological University (NTU)
- Her efforts did not just stop in Singapore, it was global, when Kazakhstan Paracycling Federation reach out to invite classifiers to conduct the national classification of Kazakhstan athletes, Yvette readily accepted (Read more about her impact to Kazakhstan Paracycling Federation).
